Spain is a democracy. Every Spanish citizen over the age of 18 can vote in elections. The political party with the most votes usually forms the government. The constitution was adopted in 1978. It established the separation of powers into the legislative, executive and judicial branches. Congress and the Senate exercise legislative power, the national government exercises executive power and judiciary exercises judicial power.
